The IRS has created a document call ITIN (Individual Taxpayer Identification Number) for those who does not have a Social Security but have taxes to pay.
The application for the ITIN must be submitted with the first individual income Tax Return to be filed. It is also important to emphasize that Internal Revenue Services (IRS) and USCIS (United States Citizenship and Immigration Services) are two distinct government departments and they do not share their database with one another.
